Chen QiZhang suggested to strengthen the protection of intellectual property rights, give better play to the government's role in regulating the market, strengthen the regulatory service functions of industry chambers of commerce associations, build a more scientific bid evaluation system, and promote the healthy development of market players.

On January 20th, the Fourth Session of the 14th People's Congress of Sichuan Province opened. The government work report mentioned deepening reforms in key areas, stimulating market vitality and development momentum, and solidly promoting the implementation of major reform measures, as well as deepening business environment reforms. This greatly encouraged Chen Qizhang, a member of the provincial committee of the Chinese People's Political Consultative Conference, the president of the Chengdu Science and Technology Equipment Industry Chamber of Commerce, and the chairman of SINOTECH Co., Ltd. This time, Chen Qizhang's proposal coincided with the government work report. He said that he was more confident about the development of his enterprise.

Chen Qizhang stated that in terms of policy formulation and implementation, the government should conduct in-depth research within enterprises to formulate policies that better meet the actual needs of enterprises, especially providing more targeted support for technology innovation-oriented enterprises in areas such as R&D investment and talent cultivation.

 

At the same time, the transparency and stability of policies should be enhanced. A unified platform for policy release and interpretation should be established to ensure that enterprises can promptly and accurately understand the policy content. Meanwhile, policies should remain relatively stable to avoid frequent changes that bring uncertainties to enterprises.

It is necessary to further strengthen the supervision of policy implementation, establish a dedicated policy implementation supervision team, regularly inspect the policy execution situation, hold accountable departments that fail to implement policies properly, and ensure that all policies benefiting enterprises are truly implemented.

In terms of intellectual property protection, Chen Qizhang suggests strengthening law enforcement, establishing a professional intellectual property law enforcement team, intensifying the crackdown on infringement, raising the cost of infringement, and safeguarding the innovative achievements of enterprises. At the same time, it is necessary to improve the intellectual property service system, cultivate and develop intellectual property service institutions, and provide enterprises with all-round services such as patent application, evaluation and transaction, so as to reduce the intellectual property management costs of enterprises.

In addition, efforts should be made to enhance publicity and education, carry out intellectual property rights publicity and training activities, raise the awareness of enterprises and the public regarding intellectual property rights protection, and create a favorable atmosphere for intellectual property rights protection. The focus of enterprises' production and operation should be guided towards technological innovation, product quality improvement, after-sales service enhancement and brand building.

Finally, Chen Qizhang suggested that a more scientific bid evaluation system be established. At all levels, enterprises and other end users should adopt a comprehensive bid evaluation method when tendering. In addition to the weight of price, the weights of dimensions such as investment in technological research and development, output of achievements, intellectual property rights, talent teams, and awards received in the industry should be increased. This will actively guide end users to purchase high-quality and cost-effective products and create a favorable competitive environment.

Delegates and committee members also emphasized the need to leverage the role of pilot-scale platforms as "connectors" between upstream and downstream industrial chains. Last year, the advanced solid electrolyte material pilot-scale platform applied for construction by the enterprise of Chen Qizhang, a member of the provincial committee of the Chinese People's Political Consultative Conference, vice president of the provincial chamber of commerce, and chairman of SINOTECH Co., Ltd., was one of the top pilot-scale platforms in the province in this field. Chen Qizhang believes that the key is to take leading enterprises as the main body, combine with the previous technology and research and development direction, explore a "chain-like" layout, and jointly build a full-chain integrated pilot-scale platform with universities, research institutes and upstream and downstream enterprises.
